This section identifies which indirect cost rates will be applied to each proposal budget version.
Applicable Rates – Pre-population: The “applicable rates” are pre-populated with the default “institute rates” which are pulled in from the centrally-maintained institutional rate table located within the Unit Hierarchy.
Applicable Rates – Override Capability: You may override the established/defaulted F&A rates (on a proposal and/or proposal version basis) by editing the Applicable Rates column. You can enter a different rate for each fiscal year. Reducing the rate to a level below the institute rate will generate under recovery – the difference between the applied rate and the institute rate is considered unrecovered indirect cost. Many institutions require accountability for these funds.
Synchronization: Clicking the sync rates button ensures rates are up-to-date, which is particularly important when a proposal has been copied from an earlier proposal that may have utilized old rates.
Calculations: All applicable rates will be applied to line item costs within the Expenses page. Calculations will be performed automatically, based on the following criteria: Object code (cost element) type, Unrecovered F&A Rate Type, Overhead Rate Type, & Activity Type.

Display-only. The type of rate that the system applies to specific cost elements (i.e. fringe benefits, indirect costs, inflation, etc.) Shows a textual name that represents a type of rate that falls within the tabbed category. The type of rate that the system applies to specific cost elements (for example, fringe benefits, F&A or inflation). On Campus |
Display-only. Indicates whether rate being applied is on campus or off campus. Either ‘On’ or ‘Off’ indicates whether this rate type is used on or off campus. |
Fiscal Year |
The institution’s 12-month financial period for which the rate is applicable. Display-only 4-digit numeric year field shows the fiscal year associated with the rate being displayed. Identifies the institutional fiscal year for which a rate is effective. |
Start Date |
The date from which the rate is effective, until superseded by another start date in the future. Display-only numeric date field in mm/dd/yyyy format. The start date of a budget period as reflected in the fiscal period in which the rates apply. In the KC budget module, this is the date for which a rate becomes effective. |
Institute Rate |
The percentage rates that are negotiated or set by the organization. Numeric percentage field with fixed decimal point. Institutional rate associated with the rate type, on/off campus and fiscal year. |
Applicable Rate |
The percentage rates that will be applied in this proposal, where applicable. Editable. Numeric percentage field with fixed decimal point. In the budget module this is the rate that is automatically applied to object codes within each budget version, where applicable. This rate may be different from Institute Rates for a number of reasons (for example, sponsor stipulations). |
